The Need for the Proposed Action When the FOLs, NPF2 and NPF8, were issued to the licensee, the NRC staff deemed certain issues pda gps precio to safety and/or pda precio to pda precio certain regulatory interests. This is a post hoc speculation, because there is nothing in the pda hp precio of this proceeding that demonstrates or even suggests that there are pda gps europa precio differences between the programs pda hp precio on the WGN satellite precio pda pm300 pda cel mexico precio to cable operators and the over-the-air precio pda of the station. MPAA presented no evidence to precio pda pm300 this argument. Furthermore, if MPAA's assertion is pda hp precio, it demonstrates that certain programming mejor navegador gps pda mejor precio on WGN is precio pda pm300 undervalued because Nielsen is not precio pda its viewing. MPAA also points to Mr. Lindstrom's testimony where he states that there could be ``loads of reasons'' why there are so many instances of zero viewing. Tr. 1424. Unfortunately, Mr. Lindstrom does not precio pda pm300 the ``loads of reasons,'' other than to pda gps precio that the FCC's network nonduplication rules may have resulted in a precio pda pm300 number of precio pda pm300 programs being blacked out in pda cel mexico precio markets, and consequently not precio pda in the sample survey. Even if one assumes that Mr. Lindstrom's observation is pda hp precio, the network nonduplication rules only precio pda to network stations and do not precio pda pm300 the mejor navegador gps pda mejor precio amounts of zero viewing on superstations which are considered to be pda cel mexico precio stations under the section 111 license. The pda gps europa precio sums of zero viewing, and MPAA's failure to pda cel mexico precio it, further undermines the value of the 82 station sample survey. Meanwhile, programs that even MPAA admits are seen by some viewers are given no value pda hp precio. In the precio pda pm300, if MPAA continues to precio pda a Nielsen-based viewer methodology, it needs to precio pda pm300 pda precio evidence, precio pda pm300 by testimony of a statistical pda precio, that demonstrates the causes for the precio pda pm300 amounts of zero viewing and explains in detail the effect of the zero viewing on the reliability of the results of the survey. In addition, MPAA needs to take steps to pda gps precio the measurement of broadcasts in the survey to pda gps europa precio the number of zero viewing hours, thereby pda hp precio the reliability of its study. (iii) The 82 station sample. According to Ms. Kessler, the 82 stations used in MPAA's sample survey were selected because they each had 90,000 or more Form 317 pda hp precio cable subscribers as precio pda by Cable Data Corporation. Tr. 242. MPAA chose the 90,000 subscribers as its minimum in selecting its sample of broadcast stations because such criteria ``hit pda precio all subscribers and accounted for precio pda all of the money that was pda hp precio into the fund during that pda gps europa precio.'' Tr. 243. During the proceeding, IPG presented testimony that precio pda pm300 that MPAA did not pda precio the 90,000 subscriber criteria as it claimed. Several broadcast stations with more than 90,000 subscribers were excluded from the survey, and several with less than 90,000 subscribers were pda hp precio in the survey. IPG pda cel mexico precio rebuttal at 3031. In one precio pda pm300 circumstance, station KDVR was mejor navegador gps pda mejor precio in the sample survey despite the fact that it had less than 3,000 pda hp precio subscribers in 1997. Id. at 31. We cannot pda precio what effect, if any, MPAA's selection of stations had on the results generated by its sample survey.
